In the region, the scientific system is represented by a network of large research and design institutes, research and production enterprises and associations:

The education system of the Murmansk region consists of the following branches:
  • Preschool education
  • General education
  • Education of children with limited health capacities and disabilities
  • Additional education for children
  • Secondary vocational education
  • Organizations for orphaned children

Preschool education
There are 224 kindergartens operating on the territory of the Murmansk region, 12 educational organizations that implement, among other things, the basic educational program of preschool education, and the private kindergarten "Happiness".

As of the beginning of 2023, preschool education covered about 39.3 thousand children aged 0 to 8 years, of which 14.5 thousand children under the age of 3 years.
Along with full-time and extended-day groups in pre-school educational organizations on the territory of the Murmansk region short-term stay groups and round-the-clock stay groups function. In order to provide pre-school education services to children who do not attend kindergartens, such forms of pre-school education are used as counseling centers (based on 36 pre-school), child play support centers (based on 81 pre-school), in which children aged 1 to 3 years are engaged.

General education
As of the beginning of the 2022/2023 academic year, 160 general education organizations operate in the Murmansk region, including those subordinate to the Ministry of Education and Science of the Murmansk region, to the Ministry of Defense of the Russian Federation, as well as one organization to the Ministry of Labor and Social Development of the Murmansk region, which has a license for educational activities, and the private school "Pioneer".

Educational programs of basic general and secondary general education, integrated with additional general development programs aimed at preparing underage students for military or other public service are implemented by the State Regional Budgetary Educational Institution Murmansk Region Cadet Corps Severomorsk Cadet Corps.

Education of children with limited health capacities and disabilities
As of September 1, 2022 10,5 thousand children with limited health capacities and over 1 thousand disabled children are studying in 182 preschool and 147 general education organizations, more than 330 disabled children receive education at home.

In the Murmansk region, a network of general education organizations implement adapted general education programs for all nosological groups of children with disabilities as the main activity: 3 boarding schools and 2 schools for children with disabilities intelligence, 1 for children with hearing and vision impairments and 1 for children with severe speech impairments. About 1 thousand children, including almost 500 disabled children, study in them.

In 8 regional colleges, conditions to receive vocational training according to adapted educational programs for people with limited health capacities (with various forms of mental retardation) who do not have basic general or secondary general education have been created.

Additional education for children
The system of additional education of the Murmansk region is represented by 109 institutions of additional education for children, 107 of them are municipal and 2 are state regional.

Activities for the implementation of additional education programs are carried out in 146 schools and 165 kindergartens in the region. More than 65 sports are implemented in 22 sports and physical education institutions, which contributes to a healthy lifestyle, physical education of children and useful activities of teenagers. About 1.5 thousand groups of 3 different directions work in schools to meet the needs of children and parents in additional education as much as possible. More than 80 thousand children are enrolled in additional education every year.

Secondary vocational education
There are 28 educational organizations in the Murmansk region that implement secondary vocational education programs: 20 head educational institutions and 8 branches (21 state regional, 3 federal, 4 non-state educational institutions).

The main purpose of the institutions is to provide the main industries of the region with qualified professional personnel.

Organizations for orphaned children
As of the beginning of 2023, there were 10 organizations for orphans and children left without parental care in the region, including: 3 centers for helping children left without parental care, 3 special correctional boarding schools, 2 children's homes, 1 social protection institution and 1 non-governmental institution "SOS Children's Village – Kandalaksha". The number of pupils of these organizations at the beginning of the year was 213 orphans and children left without parental care.
In organizations for orphans, favorable family conditions have been created. Children are fully supported by the state, they are provided with additional social support measures established by federal and regional legislation.
