Local self-government bodies of municipalities, in accordance with the legislation of the Murmansk region, exercise 43 state powers of guardianship and custody and other powers in relation to adult citizens.
17 guardianship and custody bodies have been established in the region; the purpose of their activities is to ensure a decent standard of living for the wards.
Guardianship duties are performed on a gratuitous and reimbursable basis.

In 2022, 153 guardians received remuneration from the regional budget in the amount of 29.4 million rubles.
This measure improves the lives of incapacitated citizens, as well as makes it possible to compensate guardians for difficulties arising from the need to provide for the special needs of wards due to their state of health.
