The complex of social assistance in the region is constantly developing and improving – the conditions for receiving existing payments and benefits are being simplified, the categories of their recipients are expanding, new social support measures are being introduced.
In total, about 60 public services are provided through social support centers, 45 of which are cash payments.
On the territory of the Murmansk region, about 327 thousand people receive social support measures, 70.3 thousand of which are families with children.
Low-income families, including those with children, are provided with state social assistance in the form of targeted state social assistance and a monthly child allowance.
In order to create conditions for the birth of the first children in young families in the region, a monthly cash payment is made to women who have given birth to their first child until they reach the age of one and a half years ("Mom's salary"). Women who permanently (temporarily – in the absence of permanent registration on the territory of another subject) live in the Murmansk region have the right to receive a monthly payment in the amount of 75% of the subsistence minimum for children.
Pregnant and nursing mothers who have medical indications or a low level of family income, children under the age of 3 from these families receive payments to ensure adequate nutrition. Cash payments have been introduced to pay for travel to regional medical organizations and back to pregnant women and women who have given birth to undergo medical and diagnostic measures (from 700 to 9000 rubles).
The project "Gift to the newborn" is being implemented on the territory of the region - the right has families in case of the birth of children in medical organizations of maternity care located on the territory of the Murmansk region. Parents receive a gift set free of charge for each newborn.
In the region, families are provided with a one-time allowance for the birth of two children at the same time. And since 2022, a one-time payment of 1 million rubles to families at the birth of three or more children at the same time has been additionally established.
At the birth of the third and subsequent children, large families are provided with regional maternity (family) capital, which, unlike the federal maternity capital, is paid for the birth of each subsequent child, starting from the third, it means repeatedly. The right to dispose of regional maternity capital funds is granted to families from the moment of the child's birth.
Mothers with many children who have been awarded the honorary badge of the Murmansk region "Maternal Glory", the Order of "Parental Glory" and the medal of the Order of "Parental Glory" are provided with a one-time payment for the International Family Day, in the amount of 5,000 rubles for each child.
From 2022, a one-time payment for the purchase of a motor vehicle (car) and (or) improvement of housing conditions in the amount of 5 million rubles is provided for families awarded the Order of Parental Glory or the medal of the Order of Parental Glory.
From September 2022, children from large families studying at colleges will be fully compensated for tuition fees.
