CHIBIS ANDREY VLADIMIROVICH
Governor of the Murmansk Region

Born on March 19, 1979, in Cheboksary.
In 2001 graduated from the Moscow Consumer Cooperation University majoring in law. Holds a Ph.D. in Jurisprudence.

During his career he has held posts at the Ministry of Regional Development of Russia, the Federal Agency for Construction, Housing and Utilities, JSC “Russian Public Utilities System”, Foundation “Institute of Socio-Economic and Political Researches”, Non-Commercial Partnership for promotion of housing and communal services development “Development”; chaired working group on the development of housing and communal services of the Expert Council under the Government of the Russian Federation.

In 2013-2018 occupying a post of Deputy Minister of Construction, Housing and Utilities of Russia he was in charge of housing and urban environment; since November 2018 he headed up digital development issues. Since 2014 until now he has been holding a post of Chief State Housing Inspector of Russia.

Andrey Chibis has been member of a number of inter-ministerial, coordinating and advisory bodies dealing with housing and utilities development.

In 2014-2018 a whole range of issues in this sphere has been solved, including poor quality housing resettlement program. Since 2016 Andrey Chibis has been in charge of urban environment development. “Creation of favorable urban environment” project being implemented under his lead was very successful and later on was included into national priority project “Housing and urban environment”.

On March 21, 2019 Andrey Chibis was appointed Acting Governor of the Murmansk region.

Prior to that appointment Andrey Chibis was responsible for “Smart city” project.

Since 2015 Andrey Chibis is being annually reelected as a member of the Bureau of the Committee on Housing and Land Management of the United Nations Economic Commission for Europe (UNECE).

He also co-chairs Russian-French working group “Sustainable and smart city” under the Franco-Russian Economic, Financial, Industrial and Trade Council as well as Japan-Russia Urban Environment Working Group under Japan-Russia Intergovernmental Committee on Trade and Economic Issues.
