Born on March 19, 1979, in Cheboksary.
In 2001, Andrey Chibis graduated from the Moscow Consumer Cooperation University majoring in law. Holds a Ph.D. in Jurisprudence.
During his career, Andrey Chibis has held posts at the Ministry of Regional Development of Russia, the Federal Agency for Construction, Housing and Utilities, JSC Russian Utilities System (RKS), Institute of Socio-Economic and Political Studies Foundation (ISEPI), Non-Commercial Partnership for Promotion of Housing and Communal Services Development Razvitie. He also headed the Working Group on the Development of Housing and Communal Services of the Expert Council under the Government of the Russian Federation.
In 2013-2018, as Deputy Minister of Construction, Housing and Utilities of the Russian Federation he was in charge of housing and urban environment. In November 2018, he was put in charge of digital development issues.
Andrey Chibis participates in the work of a number of interdepartmental coordinating and advisory bodies dealing with the legislative framework of the housing and utilities development and working towards the improvement of the economic efficiency of the housing and utilities sector.
In 2014-2018 a whole range of issues in this sector was been solved. This includes improving the housing management market through the introduction of a licensing system for management organizations, adopting the law on direct contracts, introducing long-term tariffs for housing and communal services, attracting private investment in the industry and introducing the concession mechanism, as well as reducing the number of accidents in the utility sector by a long way. Since 2016, Andrey Chibis had been in charge of urban environment development. Creation of Favorable Urban Environment project implemented under his lead was very successful. Later on, it was included in the Housing and Urban Environment national project.
On March 21, 2019 Andrey Chibis was appointed Acting Governor of the Murmansk region.
Prior to that appointment Andrey Chibis was responsible for the Smart City project. Under his leadership, the Smart City of Russia standard was developed and approved, as well as the IQ Index of cities, which currently has no analogues in international practice.
Andrey Chibis was a member of the Bureau of the Committee on Housing and Land Management of the United Nations Economic Commission for Europe (UNECE). He also co-chaired Russian-French Group Sustainable and Smart City Working Group under the Franco-Russian Economic, Financial, Industrial and Trade Council as well as Japan-Russia Urban Environment Working Group under Japan-Russia Intergovernmental Committee on Trade and Economic Issues.
On September 8, 2019, Andrey Chibis was elected Governor of the Murmansk region.
