One of the distinguishing characteristics of the Murmansk region geographic location is its frontier status. Proximity of such countries from Barents/Euro Arctic region as Finland, Norway, Sweden and Denmark determines intensive development of international contacts in the following directions:

1. The Murmansk region develops bilateral cooperation with provinces of Finland, Norway and Sweden  in accordance with regularly updated Plans of cooperation and on the basis of Agreements on establishing of friendly affairs:


2. The Integral development program of cooperation between Russia and Finland in neighboring areas has being implemented since 1992 on the basis of the Intergovernmental Agreement between Russia and Finland on cooperation in Murmansk region, Republic Karelia, St.-Petersburg and Leningrad region. In 2012 this Agreement was renewed on the basis of equal status of cooperation.

3. Different international financial instruments bring their contribution to thedevelopment of international cooperation with European countries of the Barents Euro-Arctic Region:

4. Cooperation with foreign oil and gas companies «Statoil ASA» and «Total E&P Russie» has being carried out on the basis of Memorandums of understanding.
