The Governor Marina Kovtun wishes northerners a happy New Year. “We always wish happiness to each other on that day. Happiness does consist of many components – both physical and mental. No authority can give people happiness in ready-to-go form. But lay a foundation for this – high living standards and high quality of life - is our ultimate goal, is our job,” noted the Governor.
