Participants of the second online session «Barents/Euro-Arctic region versus Coronavirus» made a proposal to create a platform for exchanging experience in the fight against Coronavirus in the BEAC regions within the Barents cooperation portal and launch an electric shuttle Kirkenes-Zapolyarniy after the opening of the borders.
The first online session was held on June 10 at the initiative of the Governor of the Murmansk region Andrey Chibis. It marked the beginning of the active cooperation between the Euro – Arctic neighbors in solving the common issues – maintenance of health and safety and elimination the consequences of the pandemic.
The head of the Murmansk region like other participants of the session presented a report about specific anti-COVID-19 measures in the Arctic and the effect of this work. The key task during the pandemic, according to Andrey Chibis, is to maintain the economy. The Governor listed measures to support the small and medium-sized businesses, public works for people who have lost their earnings and stimulating domestic tourism development among the successful solutions. The benefits introduced at the Federal level for residents of the Russian Arctic zone and the creation of the territory of the enhanced development “Сapital of the Arctic” has had a positive effect. As a result, Andrey Chibis noted that the investment growth in the region for the first half of the year was more than 8%, while in the whole country this index was negative (-4%).
During the discussion, the session participants made a number of practical suggestions. Thus, the Governor of the Murmansk region suggested creating a permanent online recourse on the Barents cooperation platform for exchanging experience related to the Covid-19 situation.
The Head of the Norwegian Barents Secretariat Lars Georg Fordal expressed idea to launch an electric passenger shuttle Kirkenes-Zapolarniy after the opening of the borders. Andrey Chibis supported this proposal and noted that the Murmansk region intends to develop transportation by means of electric vehicles.
