Since the beginning of the year, the number of small and medium-sized businesses has grown in the region. Deputy Governor Olga Kuznetsova spoke about the complex of measures to support business in the Murmansk region in 2021 at an operational meeting. Also, over 9 months of 2021, the number of people employed in the field of small and medium-sized businesses increased.

“For 11 months of this year, the number of self-employed has grown by more than 116%. More than 12 thousand northerners have already registered this status,” the vice-governor noted.

At the regional level, tax rates have been reduced by 3 years for certain categories of taxpayers when applying a simplified taxation system. It was also decided to extend these reduced rates until 2025 inclusive.

“Thanks to this, we see the migration of business to our region. This year, 382 entrepreneurs from other regions have already re-registered and are doing business in the Murmansk region, they note not only a wide range of support measures, but also the convenience of obtaining them, including in the “one window” mode in the “My Business” center, - noted Olga Kuznetsova.

In 2020 and 2021, one of the priorities of the regional government was anti-crisis support for small and medium-sized businesses. In total, direct financial support was provided in the amount of almost 900 million rubles. This year, federal measures of financial support also became available to polar entrepreneurs.

“One of the most ambitious is grants to entrepreneurs and non-profit organizations for the restoration of activities. The money was received by the applicants within 8 working days, the amount of the grant was more than 12,700 rubles for each employee. The second federal measure is soft loans at 3% per annum,” explained Olga Kuznetsova.

Special support remains relevant for the currently closed entertainment centers for children and teenagers, as well as children's playrooms located in shopping and entertainment centers. Regional authorities compensate entrepreneurs for the actual costs incurred in paying utility and rent payments in the amount of 100%. About 10 million rubles were allocated from the reserve fund of the Murmansk region for this support.

“In addition, the Government of the Murmansk region has introduced a new measure for this area. Entrepreneurs can receive support in the amount of the minimum wage, that is, more than 29,400 rubles for each employee, according to the number of employees. ", - said the Deputy Governor.

“The Export Support Center provided support to 190 entrepreneurs in the amount of over 8.3 million rubles. During the year, 82 events were held in different formats. 1694 residents of the Murmansk region took part in educational events, Olga Kuznetsova reported. “Among other things, entrepreneurs learned to enter marketplaces and work online.”

Much attention is paid to the development of small and medium-sized businesses in the agro-industrial complex. From 2021, farms can receive a grant for the development of a family farm. The size of the grant is up to 10 million rubles for a project for breeding cattle for beef or dairy production and up to 5 million rubles for other areas of the project.

Farmers Konstantin Gladkikh and Maria Isaeva annually use government support measures: subsidies for livestock products, for milk growth, for machinery and equipment for agriculture. Also in 2020, Maria Isaeva received a grant of 2.5 million rubles for the development of a family farm.

“Konstantin Gladkikh carries out agricultural activities for the breeding of fur-bearing animals - foxes. It is important to note that Konstantin is engaged in the preservation of the population of the silver-blue Kola type arctic fox. The breed was bred on our peninsula, today the population is the only one in Russia,” the vice-governor emphasized.

Also during the report, plans for the development of small and medium-sized businesses in the Murmansk region for 2022 were announced. The regional authorities plan to create their own center for patenting and certification on the basis of the Murmansk Regional Innovation Business Incubator, fulfill the plan to involve a number of enterprises in the national project "Labor Productivity" and continue to comprehensively support the polar entrepreneurs.
