Since the late 80s the international cooperation of the Murmansk regionwith the provinces of Republic of Finland was carried out on the basis ofbilateral agreements on the establishment of friendly relations.


Cooperation is being implemented on the basis of "Agreement on Establishing of Friendly Ties between Murmansk region and Oulu", signed on November 12, 1993

Lapland Cooperation is being implemented on the basis of "Agreement on cross-border cooperation between Government of the Murmansk region and Lapland", signed on June 27, 2002




Due to the administrative reform, which ended in Finland on the first of November 2010, and led to the abolition of the governors, the further cooperation of the regions of Finland with the Murmansk region is being implemented now within the framework of Memorandum of Understanding between the Murmansk regional Government (Russian Federation), Regional Council of Lapland, Centre for Economic Development, Transport and the Environment of Lapland (Finland) signed on November 17, 2014
